Education has always been an important part of Lucas’s life. After graduating from General McLane High School, he earned a Bachelor of Science degree in industrial education from California University of Pennsylvania. Soon thereafter, he returned to General McLane School District to serve as a drafting and design instructor for two school years.

His service as a public school teacher came naturally to him. Lucas is the son of public school teachers and his father served as an education professor at Edinboro University. His sister is a college professor, his wife serves as a public school teacher at Saegertown High School and his son is attending Edinboro University and majoring in elementary and special education.
At the same time that Lucas began teaching in a public school classroom, he also began a 30-year career as a private contractor. As a partner and project manager with Leehan-Lucas Contracting, he drafted and designed projects and oversaw various aspects of their implementation from start to finish.

From 1996 to 2009, Lucas served as the owner of and an instructor at Great Lakes Scuba. In addition to teaching students how to scuba dive, he also scheduled trips and made travel arrangements.

In 2010, Lucas returned to education, this time at the Erie campus of the Fortis Institute, where he served as the department head of the construction management program. Here, he oversaw the program that teaches the next generation of construction workers and used his real-world experience to shape classroom curriculum.
During the past decade, Lucas has engaged in public service through several elected and appointed positions. In 2004, he began serving as a Borough of Edinboro councilman. In 2011, he began serving as the mayor of Edinboro.

Lucas is a devoted supporter of the Second Amendment and has served as an instructor, coach and recruiter with the National Rifle Association. He also served as a Pennsylvania Game Commission hunter and trapper instructor.
